Taxis Without Borders was formed by a group of Drivers and Operators from across South Wales in response to calls by a small number of taxi drivers in Cardiff to have what is known as “cross-bordering” abolished. Especially in light of the Welsh Assembly Government’s, soon to be published proposals of what they intend to do to reform Legislation in Wales for Hackney and Private Hire drivers, vehicles and operators. It is widely believed that the Welsh Assembly Government will propose what the small group of Cardiff Taxi drivers desire, namely the abolition of Cross Bordering. This is something Taxis Without Borders oppose. In the absence of any obvious opposition, and nobody speaking up for cross-bordering, other than on internet pages, we decided to take action ourselves. Cross Bordering is the term commonly used within the industry to describe the act of a Private Hire driver carrying out a pre-booked journey entirely in an area, or areas, which their Private Hire licence was not issued. For example, should a driver licensed by Cardiff County Council complete a pre-booked journey that both begins and ends in a council other than Cardiff County Council (such as Caerphilly, in Caerphilly County Borough Council, to Pontypridd, in Rhondda Cynon Taff),then they will be working across borders, or cross bordering. It is our aim to promote and highlight the many benefits of cross bordering, as well as raising awareness to the possible end of it. For too long, many of those who are pro-cross-bordering, have had their heads in the sand, believe it will never be taken away, and those calling for its abolishing are just shouting their heads off, and nothing will happen. This unfortunately has largely given the critics of cross-bordering a free run at the Welsh Assembly Government, and have been able to give just one side of the story. Taxis Without Borders, welcome a change to legislation. A legislation that is vastly out of date, and not fit for purpose in today's world. However, we believe it has to be the RIGHT change, for the whole of Wales. Not just less than 20% of the drivers in one city. In order to make the right change, the Welsh Assembly Government needs to be given all the facts and figures, not just the views of one group of drivers, but the testimonials of drivers, and operators and users across the country. This to Taxis Without Borders, briefly outlines what we feel should be the right changes to make. A more complete and in depth report will follow at a later date. This will contain results of research we are doing into the subject, and we hope will be used by the Welsh Assembly Government to make a fully informed decision on what is best for the Country. This then, if you will, are Taxis Without Borders, opening arguments for the case to keep cross bordering.
